Is it normal for Deep Pour Epoxy to still be liquid after 24 hours?

Yes, in most cases. UltraClear Deep Pour Epoxy is a slower-curing product by design, and set time depends on pour depth. A 1-inch pour is usually dry to the touch in 12 to 18 hours, but pours under 1 inch commonly take 24 to 48 hours, and at the 1/4-inch minimum depth it can take 1 to 3 days to harden. After an hour, or even a day, there is no way to judge the pour.

As long as you measured 2 parts resin to 1 part hardener by volume and poured at least 1/4 inch thick, it will cure in 3 days. Wait the full 72 hours before troubleshooting.

Pouring too thin is what stops it from curing. It cannot be used in layers under 1/4 inch; a 1/8-inch layer will likely never harden. Use UltraClear Bar & Table Top Epoxy for anything thinner.

You don't need to heat the room. Deep Pour works from 60 to 80°F, and cooler is actually better; 65 to 70°F is ideal. Only Bar & Table Top Epoxy needs to be kept above 75°F.

You don't have to wait for it to harden before adding another layer. Pour additional layers of at least 1/4 inch every 12 to 24 hours, even if the last layer is still liquid. Past 24 hours, wait the full 3 days so it is hard enough to sand and clean before re-pouring.
